Key Responsibilities
- Support DG Technical in the development and implementation of the energy efficiency and conservation goals, objectives and priorities, including establishing work plans, monitoring progress and managing energy efficiency and conservation initiatives.
- Directs and participates in the development of short and long-range programs and operational plans for electrical vehicles; monitors progress in fulfilling goals and objectives.
- Meaningfully participates in setting the strategic direction of the organization and planning long or short-term objectives. Participates as member of technical teams working with senior management to collaboratively and appropriately implement electric vehicle projects.
- Serves as a liaison between NEECA and the community, business leaders, media and the other different agencies of the government.
- Assures that proper public outreach is conducted as part of transportation & mobility projects and programs that impact area business and residents.
- Responsible for developing and administrating recommended budget, with minimal restrictions or prescribed parameters; takes the lead on establishing and monitoring against the department budget, including reporting and related accounting functions.
- Represents NEECA in meetings, committees and conferences including important contract negotiations; continually promotes positive external brand.
- Ensures programs and projects remain within expected costs and evaluates proposed projects and programs and assists in establishing priorities in conjunction with budgets.
- Other related duties as assigned.
- Carry out assessment of yearly energy saving data submitted by DCs to calculate the estimated energy savings.
- Provide technical support for development and implementation of energy efficient vehicles.
- Provide support in development and revision of the Pakistan Energy Labeling Scheme for different appliances including EVs and Charging Stations
- Conduct training sessions for lab professionals, manufacturers, retailers, dealers, distributors, procurement agencies, etc.
- Support DG Technical in developing a Scheme for Establishing NEECA Vehicles Instrumented Tune up Centers.
- Participate in all negotiations with the external stakeholders regarding establishment of any technical facility like Center of Excellence for Energy Efficiency etc.
- Prepare and facilitate in developing Surveillance and Inspection plan.
- Assist in procurement of equipment through preparation of technical specifications, tender documents and evaluation of technical proposals.
- Develop Concept Papers, Study Reports, Seminar/Workshop Reports, and Technical Reports for Pilot Projects/feasibilities.
- Preparation of technical contents for media related leaflets, brochures, awareness, and outreach material etc.
- Support DG Technical in establishment of procedures for surveys, surveillance, monitoring, inspection and audits to prevent inefficient use of energy resources and recommend implementation of specific energy conservation measures.
Key Performance Indicators
- % increase in the National energy efficiency standards, certification, and labeling for vehicle fitness and emission standards, etc.
- Number of vehicle tune-up centers
- % increase in the upgraded Energy Efficient vehicles
- Number of energy efficiency testing and certification facilities set up
- % increase in growth of market demand and sales of energy efficient vehicles
- Number of EE&C standard and labelling regime violations referred to the Legal and Enforcement Department and ECTs
Qualification and Experience
- Must have a Master’s degree in Engineering (transportation, mechanical or auto-mobile) or other related field from an HEC recognized local or foreign university with minimum 10 years of post-qualification professional experience
OR
Bachelor Degree in Engineering (transportation, mechanical or auto-mobile) or other related field from an HEC recognized local or foreign university with minimum 12 years of post-qualification professional experience.
