To promote energy savings and environmental responsibility, NEECA has introduced the Pakistan Energy Label Regulations for Household Refrigerators. These regulations establish Minimum Energy Performance Standards (MEPS) and a system of star rating of 1 to 5 stars, where a higher star rating means a more efficient refrigerator. Given that refrigerators are used year-round in nearly every home across Pakistan, they account for a substantial share of residential energy consumption. These regulations ensure that all refrigerators adhere to specific MEPS, optimizing their energy use while maintaining performance. Manufacturers, importers, and distributors must register their models, conduct mandatory testing, and affix an official Pakistan Energy Label to each appliance, indicating its compliance with efficiency standards. This initiative supports reducing household electricity bills, lightening the load on the power grid, and encouraging consumers to select energy-efficient appliances for a sustainable future.

1. What is the Pakistan Energy Label for refrigerators?

2. Who must apply for the Pakistan Energy Label for refrigerators?
All manufacturers, assemblers, and importers of household refrigerators and freezers that meet specified requirements (Part-II) must apply for and obtain this label before selling their products in Pakistan.
3. What is the scope of the Pakistan Energy Label Regulations for Refrigerators?

9. Who conducts the testing for compliance?
Testing is conducted by accredited labs or labs enlisted by NEECA. PSQCA shall provide reports from these labs during registration.
10. What information is displayed on the Pakistan Energy Label?
The label includes the manufacturer’s name, model number, total volume, annual energy consumption, star rating, and type of refrigerant, providing consumers with essential energy performance details.
11. How long is the Pakistan Energy Label valid?
Each registered model is valid for two years. To get Pakistan Energy Label after this period, renewal of registration is required to maintain label authorization.
12. Where should the Pakistan Energy Label be placed on the refrigerator?
The label should be affixed prominently on the front side of the refrigerator and displayed on the packaging per the design specified in Schedule-IV, with security features like a QR code for verification.
13. What should I do if my product specifications change?
Any changes to the product’s energy performance or label information require a new application for re-evaluation and approval.
14. How is the label's authenticity verified?
Each label includes a QR code that allows for instant digital verification, ensuring the labeled product’s authenticity.
15. What penalties exist for non-compliance?
Penalties vary depending on the nature of the non-compliance, such as incorrect label design, unauthorized usage, failure of verification testing, or improper label display, as outlined in Schedule-V.
16. Can consumers file complaints regarding a labeled refrigerator?
Yes, consumers can file complaints with NEECA if a labeled refrigerator lacks compliance or required labeling. NEECA investigates and takes action as per the regulations.
17. How long does it take to process my application?
Application processing generally takes fifteen working days, after which applicants are notified of the decision by NEECA.
18. Where can I obtain the Pakistan Energy Label stickers for my NEECA-approved models?
After obtaining NEECA’s approval for your product model, you can request the official Pakistan Energy Label stickers directly from NEECA. The labels are available for a fee specified in Schedule-II.
19. How to submit applicable fees under the regulations?
Applicable fees must be submitted as a non-refundable payee account demand draft in favor of the Authority or through online payment channels as prescribed in Schedule-II. The demand draft must be issued in favor of NEECA or NEECA – National Energy Efficiency & Conservation Authority.
20. When did the regulations enforced?
As per Section 1(2) of the S.R.O., the regulations entered into force at once on the date of notification in the Gazette, i.e. 20th March 2024.
