Key Responsibilities

Conventional IT

  • Responsible for leading and managing different activities relating to IT network & systems administration, ensuring its availability, security, maintenance, troubleshooting, up-gradation- installing & configuring, and providing technical support to NEECA.
  • Responsible for initiating and supervising different activities relating to planning, designing, leading, and managing development and implementation of Enterprise wide information management systems.
  • Responsible for Enterprise Resource Planning (ERP) review committee and provide input on different matters relating to ERP implementation
  • Responsible for gathering data pertaining / user requirements relevant to customer needs, and use the information to identify, predict, interpret, evaluate system and network requirements to design network and systems administration.
  • Responsible for design, development and troubleshooting of Local Area Network, Wide Area Network and Internet systems installation, configuration and their maintenances. Perform monitoring of NEECA’s intranet and internet network to ensure availability to all users and to provide necessary support and maintenance.
  • Responsible for providing assistance/performing in network modeling, analysis, planning, and coordination between network and data communications hardware and software. Responsible for ensuring IT infrastructure is equipped with efficient hardware and relevant software technology(ies).
  • Responsible for maintaining and administering computer networks and related computing environments including computer hardware, systems software, applications software, and all configurations, ensure accessibility for all users to network is in line with the approved policy.
  • Responsible of Implementation and management of Domain Services.
  • Responsible for planning, coordinating, and implementing network security measures in order to protect data, software, and hardware.
  • Responsible for operating master network consoles / network servers, operation centers in order to monitor the performance of computer systems and networks, and to coordinate computer network access and use.
  • Recommend changes to improve systems and network configurations, and determine hardware or software requirements related to such changes.
  • Responsible for performing routine network startup and shutdown procedures, and maintain control records. Responsible for analyzing equipment performance records in order to determine the need for repair or replacement. Responsible for maintaining logs related to network functions, as well as maintenance and repair records.
  • Responsible for researching new technology, and implement it or recommend its implementation. Responsible for designing, configuring, and testing computer hardware, networking software and operating system software’s before installation on user side. Responsible for diagnosing, troubleshooting, and resolving hardware, software, or other network and system problems, and take necessary action to address the issues.
  • Responsible for management and configuration of Virtual Machines, including clustering and load balancing using VMware Operation.
  • Perform data backups by arranging backups of data on CDs/tapes from main server (only documents which have been saved on server) for all users on periodical basis; and to perform disaster recovery operations.
  • Writing and coding logical and physical database descriptions for storing data, data parameters, specifications and specifying identifiers of database for management system, or direct others in coding descriptions.
  • Responsible for undertaking activities relating to installing, configuring, troubleshooting, and maintaining database systems and middleware applications.
  • Responsible for assessing database performance through different test programs or databases review, identify and correct errors, and make necessary modifications.
  • Responsible for monitoring and optimizing database system and middleware applications performance using different techniques such as indexing, tuning, disk optimization, and other methods.
  • Implement, configure, and troubleshoot database instances, replications, partitions, storage, and access.
  • Implement, configure, and troubleshoot middleware applications
    Develop standards and guidelines to guide the user regarding different policies and procedures for using database system.
  • Design, plan, develop, coordinate and implement information security policies / procedures to safeguard information, against accidental or unauthorized damage, modifications, disclosures, etc.
  • Responsible for undertaking different activities relating to database maintenance such as database tuning, cleaning, merging, verification & validation, etc.
  • Responsible for database maintenance with respect to database backup, recovery, backend triggers and store procedures, etc. Share all databases on the server and allow access as per authorization.
  • Responsible for defining database physical structure and functional capabilities, and design & documentation of database architecture. Specify users, privileges and user access levels for each segment of database.
  • Responsible for preparing Request for Proposal (RFP) documenting the work required to be done under the Division’s scope of work with clearly defined budget, phases, deliverables, timelines, methodology, etc. Prepare supporting material such as evaluation criteria, advertisement, etc., as per applicable rules / procedures / PPRA, etc.

 

Futuristic

  • Design, directs, organizes, and leads Business Intelligence (BI) & Advance Analytics projects in the NEECA and undertakes the implementation of these projects to ensure availability and usability of the BI software tools and systems to perform different operations as mandated by NEECA Act.
  • Responsible for working on highly complex, cross functional, and enterprise IT and business intelligence solutions, and providing subject matter expertise for key BI core functions.
  • Evaluates internal and external customers’ needs and abilities in order to provide appropriate solutions.
  • Identifies and provides input to new technology opportunities that will have an impact on the enterprise wide BI systems.
  • Advises executives on how BI (processes, practices and technologies) play a critical role in improving business management and optimization.
  • Explores the data and discovers patterns, meaningful relationships, anomalies and trends.
  • Researches business problems and creates models that help analyze these business problems.
  • Leads or provides direction for the planning, designing, and execution of user testing efforts.
  • Responsible for designing, implementing, and supporting a distributed blockchain-based network. Analyzing requirements, designing block-chain technology around the business model, and the building and launching of a block-chain network.
  • Responsible for Research, design, develop, and test block-chain technologies. Brainstorm and help evaluate applications for new tools and technologies. Applying the latest cryptology techniques to protect digital transaction data against cyberattacks and information hacks.
  • Maintain and extend current client- and server-side applications responsible for integration and business logic. Document new solutions as well as maintaining that of existing ones
  • Involved in the global block-chain best practices / community—work on implementing and integrating the latest improvement proposals relating to energy conservation and efficiency, block chain technologies and cryptography methods
  • Creating application features and interfaces by using programming languages and writing multithreaded codes.
  • Artificial Intelligence/Machine Learning – responsible for research, design, develop, and implement innovative Machine Learning, Artificial Intelligence, deep learning and Data Science solutions to establish and enhance the Analytics capabilities at NEECA and sectors its regulates.
  • Research emerging Data Science, Machine Learning, and Artificial Intelligence solutions and be conversant with latest developments in these fields.
  • Undertake research and brainstorm with internal external stakeholders to identify areas in which by using innovations in Machine Learning, Artificial Intelligence NEECA can drive automation, knowledge discovery, enhance decision-making and deep insights, and streamline business processes or enable new capabilities.
  • Evaluate Machine Learning and Artificial Intelligence solutions through prototyping, quantitative metrics, and handing off solutions. Present complex models to non-experts, in simple terms, and also discuss intricacies of complex algorithms with experts / consultant in the field.
  • Responsible for setting up the GIS function, team and managing its day-day to operations, including organizing, planning, directing and controlling.
  • Planning and budgeting for all GIS activities, Overall management of personnel assigned to GIS Teams.
  • Evaluating technological advances and promoting usage of appropriate technology and applications among various end-users. Developing and implementing policies and procedures to guide operations.
  • Ensuring availability of the of GIS products and services, hiring and training the GIS resources.

  • Percentage of unavailability of database system due to issues(s).

  • Average time period to resolve an issue after it’s identification.
  • Percentage of standardized and aligned business processes.
  • Percentage of problems faced by user in their routine operational matters.
  • Percentage deliverables relating to user requirements / work flow reviewed on time.
  • Percentage of status reports submitted on specified time – fortnightly basis.
  • Percentage of unavailability of network due to issues(s).
  • Ratio of customer issues addressed on spot to total complaints.

  • Ratio of faulty and non-faulty IT hardware.

Qualification and Experience

  • Master’s Degree in Computer Science / Software / IT or related field from HEC recognized University.
  • At least 15 years of post-qualification experience in relevant field at a responsible position in the Government, Regulatory or in a National/International Organization (preferably in energy sector) of repute in public or private sectorz.
  • Internet Governance having understanding of related frameworks and legislation.
  • CERT, Information Security and other key areas, frameworks and legislations related to Cyber Security and data protection.
  • Thorough understanding of Computer Network technologies and data/voice delivery over the Internet.
  • Proficient in technical trends related to Internet (VoIP, OTT, HTTP, HTTPS, IoT, CDN, IXP, DPI, PKI).
  • Familiarity with IEEE, ETSI, ITU, 3GPP/3GPP2, ISO 27001, NIST Standards.
  • Conception, implementation and supervision of large enterprise wide ICT projects.
  • Ability to effectively represent the organization at national as well as international forums.
  • Ability to approach negotiation and liaison with stakeholders (operators, government organization, ministries etc.) with a clear understanding of the key issues and desired outcomes, having anticipated and identified expectations and concerns of those stakeholders.
  • Demonstrated ability to supervise projects in a self-directed manner and to complete within timeline using analytical, problem solving & leadership skills.
  • Demonstrated excellent organizational, liaison and time management skills.
