These regulations require compliance with a star rating system of 1 to 5 stars, where the higher star rating means a more efficient motor. These star ratings are linked with the IE motor classification code of International Electrotechnical Commission (IEC). As electric motors are widely used in applications such as fans, pumps, compressors, and conveyor systems, they constitute a large portion of total electricity usage. These regulations apply to electric motors of designated sizes and types, encouraging manufacturers and importers to meet NEECA's approved MEPS, register their models, and label each motor with the Pakistan Energy Label. 1. What is the Pakistan Energy Label for motors?
The Pakistan Energy Label for motors is a certification ensuring motors meet the minimum energy performance standards (MEPS). It is designed to help consumers identify energy-efficient motors.
2. Who is required to apply for the Pakistan Energy Label for motors?
All manufacturers, assemblers, and importers of electric motors meeting specific technical criteria as per Schedule-III i.e., three-phase squirrel cage induction motors operating at 50/60 Hz, with 0.12–1,000 kW output, up to 1,000 volts, 2-8 poles, and designed for continuous duty, must obtain the label prior to sale in Pakistan.
3. How can I apply for the Pakistan Energy Label for motors?
Applications can be submitted via NEECA's online product registration system or as a hard copy in the format provided in Schedule-I, with all required documents and fees.
4. What documents are needed for motor registration?
Required documents include a company brochure, product catalogue, test reports from accredited laboratories, and a list of distributors or retailers as outlined in Schedule-I.
5. What are the applicable fees for Pakistan Energy Label registration?
Fees include a one-time company registration fee, model registration or renewal fees (valid for two years), and a fee for each label sticker. Companies registering within one year of the regulations’ notification, i.e., 20th March 2024, may have the registration fee waived (see Schedule-II).
6. What performance standards do motors need to meet to qualify for the label?
Motors must meet MEPS based on IE efficiency classes, which vary according to motor type and size, as specified in Schedule-VII. Higher efficiency levels result in higher star ratings.
7. How is the Pakistan Energy Label's star rating determined?
The star rating is based on energy efficiency testing results and is determined according to the performance values in Schedule-VII. It reflects compliance with MEPS requirements.
8. Who conducts the testing for compliance?
Testing is conducted by accredited labs or labs enlisted by NEECA. PSQCA shall provide reports from these labs during registration.
9. How long is the Pakistan Energy Label valid?
Each registered model is valid for two years. To get Pakistan Energy Label after this period, renewal of registration is required to maintain label authorization.
10. Where should the Pakistan Energy Label be placed on the motor?
The label must be affixed near the nameplate on the motor.
11. What should I do if there are changes to my registered motor product?
Any modifications to the energy performance or label information require a new application for re-evaluation and approval by NEECA.
12. How is the label verified for authenticity?
Each Pakistan Energy Label includes a QR code that allows digital verification, ensuring the authenticity of the labeled product.
13. What penalties exist for non-compliance?
Penalties vary depending on the nature of the non-compliance, such as incorrect label design, unauthorized usage, failure of verification testing, or improper label display, as outlined in Schedule-VI.
14. Can consumers file complaints regarding a labeled motor?
Yes, consumers can lodge complaints with NEECA if a labeled motor does not meet specifications or lacks the required label. NEECA will investigate and take appropriate action.
15. How long does it take to process my application?
The application review generally takes fifteen working days, and NEECA will notify the applicant of the decision.
16. Where can I obtain the Pakistan Energy Label stickers for my NEECA-approved models?
After obtaining NEECA’s approval for your product model, you can request the official Pakistan Energy Label stickers directly from NEECA. The labels are available for a fee specified in Schedule-II.
17. How to submit applicable fees under the regulations?
Applicable fees must be submitted as a non-refundable payee account demand draft in favor of the Authority or through online payment channels as prescribed in Schedule-II. The demand draft must be issued in favor of NEECA or NEECA – National Energy Efficiency & Conservation Authority.
18. When did the regulations enforced?
As per Section 1(2) of the S.R.O., the regulations entered into force at once on the date of notification in the Gazette, i.e. 20th March 2024.
