The Pakistan Energy Label Regulations for Fans are established to ensure that all electric fans sold in Pakistan meet Minimum Energy Performance Standards (MEPS) and comply with NEECA’s energy star rating system of 1 to 5 stars, where a higher star rating indicates a more energy-efficient appliance. Fans play a crucial role in Pakistan’s cooling load, with a significant portion of electricity consumption in building sector attributed to their extensive use in providing human comfort. By implementing these regulations, the National Energy Efficiency and Conservation Authority (NEECA) aims to reduce electricity consumption, especially during peak demand periods, and to move toward a more sustainable energy future. Manufacturers, importers, and assemblers are required to register their fan models, undergo performance testing, and display an approved energy label that indicates each fan’s efficiency level.

1. What is the Pakistan Energy Label for fans?
The Pakistan Energy Label for fans is a mandatory energy efficiency label that certifies fans meeting the minimum energy performance standards (MEPS). The label aims to ensure that energy-efficient fans are sold in the market, reducing energy consumption.
2. Who is required to apply for the Pakistan Energy Label for fans?
All manufacturers, assemblers, and importers of propeller-bladed electric fans for personal cooling comfort (including fans with additional functionalities like lighting) of all types including ceiling, table/desk, wall/bracket, box/exhaust, and pedestal/floor fans (See Schedule-III) must obtain the Pakistan Energy Label before selling these products.
3. How can I apply for the Pakistan Energy Label for fans?
Manufacturers must submit an application via the product registration system linked on NEECA’s website or as a hard copy using the format provided in Schedule-I. The application must include required documents and applicable fees.
4. My fan model was previously registered with the voluntary labelling scheme of ECF/NEECA, will I get any incentive while registering with Pakistan Energy Label Regulations for fans?
The manufacturers who have already participated in the voluntary labeling scheme shall be deemed to be registered for a period of two years from the date of notification of these regulations, i.e. 20th March 2024, and thereafter, they shall get registration of their product models in the forms and manner as provided for in these regulations.
5. What documents are needed for registration?
Required documents include the company brochure, product catalogue, test reports from an accredited lab, and a list of distributors or retailers. A full list is outlined in Schedule-I of the regulations.
6. What are the applicable fees for Pakistan Energy Label registration?
Fees include a one-time company registration fee, model registration or renewal fees (valid for two years), and a fee per Pakistan Energy Label sticker for each product. Companies registering within one year of the regulations’ notification, i.e. 20th March 2024, may have the registration fee waived, as specified in Schedule-II.
7. What performance standards do fans need to meet to qualify for the label?
Fans must meet the MEPS based on service values and star ratings, which vary according to fan type and size. These ratings are specified in Schedule-III, with each rating level reflecting a different degree of energy efficiency.
8. How is the Pakistan Energy Label's star rating determined?
The star rating is based on energy efficiency testing results and is determined according to the performance values in Schedule-III. It reflects compliance with MEPS requirements.
9. Who conducts the testing for compliance?
Testing is conducted by accredited labs or labs enlisted by NEECA. PSQCA shall provide reports from these labs during registration.
10. What information is displayed on the Pakistan Energy Label?
The label displays the manufacturer’s name, model name, fan size, air delivery rate, star rating, and energy efficiency level. This helps consumers make informed choices based on energy performance.
11. How long is the Pakistan Energy Label valid?
Each registered model is valid for two years. To get Pakistan Energy Label after this period, renewal of registration is required to maintain label authorization.
12. Where should the Pakistan Energy Label be placed on the fan?
The label must be affixed to the fan motor enclosure and prominently displayed on the packaging for visibility. It must follow the design specifications in Schedule-IV, with added security features such as a QR code for verification.
13. What should I do if there are changes to my registered product?
Any changes to the energy performance or other label information require a new application for re-evaluation and approval by NEECA.
14. How is the label verified for authenticity?
Each Pakistan Energy Label includes security features, including a QR code that allows for instant digital verification by users, ensuring the authenticity of the labeled product.
15. How are penalties determined for non-compliance?
Penalties vary depending on the nature of the non-compliance, such as incorrect label design, unauthorized usage, failure of verification testing, or improper label display, as outlined in Schedule-V.
16. Can consumers file complaints regarding a labeled fan?
Yes, consumers can lodge complaints with NEECA if a labeled fan does not match the specifications or lacks the required label. NEECA will investigate and take appropriate action as per the regulations.
17. How long does it take to process my application?
The application review process generally takes fifteen working days. NEECA will notify the applicant of the decision regarding their registration request.
18. Where can I obtain the Pakistan Energy Label stickers for my NEECA-approved models?
After obtaining NEECA’s approval for your product model, you can request the official Pakistan Energy Label stickers directly from NEECA. The labels are available for a fee specified in Schedule-II.
19. How to submit applicable fees under the regulations?
Applicable fees must be submitted as a non-refundable payee account demand draft in favor of the Authority or through online payment channels as prescribed in Schedule-II. The demand draft must be issued in favor of NEECA or NEECA – National Energy Efficiency & Conservation Authority.
20. When did the regulations enforced?
As per Section 1(2) of the S.R.O., the regulations entered into force at once on the date of notification in the Gazette, i.e. 20th March 2024.
