The Pakistan Energy Label Regulations for Air Conditioners are part of NEECA’s initiative to enforce Minimum Energy Performance Standards (MEPS) along with an energy star rating system from 1 to 5 stars, where a higher star rating indicates a more energy-efficient appliance. This will enhance energy efficiency of the air conditioning units, specifically covering units having cooling capacity up to 10.5 kW. Air conditioners are among the highest consumers of electricity in Pakistan, especially during summer months when cooling demand surges, placing immense pressure on the national grid. These regulations mandate that all air conditioners up to the specified limit comply with designated energy performance standards and bear the official Pakistan Energy Label. This label helps consumers identify efficient units, supporting them in making cost-saving and environmentally responsible choices. 1. What is the purpose of the Pakistan Energy Label for Room Air Conditioners?
The Pakistan Energy Label aims to ensure that room air conditioners sold in Pakistan meet minimum energy performance standards (MEPS), promoting energy efficiency and reducing energy consumption.
2. Who needs to apply for the Pakistan Energy Label for room air conditioners?
All manufacturers, assemblers, and importers of non-ducted wall-mounted split room air conditioners with cooling capacities up to 10.5 kW are required to obtain the Pakistan Energy Label before selling in the market.
3. How do I apply for the Pakistan Energy Label for room air conditioners?
You must complete an application via the product registration system on NEECA’s website. Alternatively, you may submit a hard copy as per the format in Schedule-I, along with the necessary documents and fees.
4. What documents are required with the application?
Required documents include the company and product brochures, test reports from an accredited lab, a list of retailers or distributors, and the non-refundable registration fees as specified in Schedule-II.
5. What are the fees for registration?
Fees include a one-time company registration fee, model registration or renewal fees (valid for two years), and an additional fee for each energy label sticker. For companies registering within one year of the regulation’s notification, i.e., 20th March 2024, the company registration fee is waived.
6. What testing parameters and conditions must be met for the Pakistan Energy Label?
The air conditioners must comply with the technical standards as specified in Schedule-VI of the regulations.
7. How is the Pakistan Energy Label's star rating determined?
The star rating is based on energy efficiency testing results and is determined according to the performance values in Schedule-III. It reflects compliance with MEPS requirements.
8. Who conducts the testing for compliance?
Testing is conducted by accredited labs or labs enlisted by NEECA. PSQCA shall provide reports from these labs during registration.
9. How long is the Pakistan Energy Label registration valid?
Each registered model is valid for two years. To get Pakistan Energy Label after this period, renewal of registration is required to maintain label authorization.
10. What information does the Pakistan Energy Label display?
The label includes the manufacturer’s name, model year, cooling capacity, annual electricity consumption (in kWh), CSPF rating, star level, compressor type, and refrigerant details.
11. Are there any specific requirements for label placement on the product?
Yes, the label must be affixed to both the indoor and outdoor units, as well as on the packaging box in a prominent position to ensure visibility.
12. What happens if my product fails compliance monitoring?
If a product fails monitoring or testing, NEECA may cancel the registration, remove the product from the market, and apply penalties. Repeated non-compliance may result in increased fines and prohibitions on further sales or imports.
13. Can consumers file complaints regarding a labeled product?
Yes, consumers can report issues if a product does not match the specifications or lacks a proper label. NEECA will investigate complaints and take action according to the regulations.
14. What should I do if I need to make changes to a registered product?
Any changes to a product’s energy performance or label information require a new application for re-evaluation and approval by NEECA.
15. How are penalties determined for non-compliance?
Penalties vary depending on the nature of the non-compliance, such as incorrect label design, unauthorized usage, failure of verification testing, or improper label display, as outlined in Schedule-V.
16. Is there any assistance for verifying label authenticity?
Yes, each Pakistan Energy Label includes security features, such as a QR code, to verify authenticity and ensure that consumers and retailers can easily check the label’s validity.
17. How long does it take to process my application?
The application review process generally takes fifteen working days. NEECA will notify the applicant of the decision regarding their registration request.
18. Where can I obtain the Pakistan Energy Label stickers for my NEECA-approved models?
After obtaining NEECA’s approval for your product model, you can request the official Pakistan Energy Label stickers directly from NEECA. The labels are available for a fee specified in Schedule-II.
19. How to submit applicable fees under the regulations?
Applicable fees must be submitted as a non-refundable payee account demand draft in favor of the Authority or through online payment channels as prescribed in Schedule-II. The demand draft must be issued in favor of NEECA or NEECA – National Energy Efficiency & Conservation Authority.
20. When did the regulations enforced?
As per Section 1(2) of the S.R.O., the regulations entered into force at once on the date of notification in the Gazette, i.e. 20th March 2024.
