About NEECA
The National Energy Efficiency & Conservation Authority (NEECA) is a statutory body established under the NEECA Act 2016, operating under the Ministry of Energy (Power Division), Government of Pakistan. It serves as the federal focal agency for promoting, coordinating, and driving energy efficiency and conservation initiatives across all sectors of the economy.
Originally established in 1985 as ENERCON with support from USAID, the organization evolved into an autonomous authority and was formally reconstituted as NEECA in 2016. Under its mandate, NEECA develops policies, establishes regulatory frameworks, and leads national programmes aimed at reducing energy intensity and promoting sustainable energy use.
NEECA’s work spans five priority sectors including transport, buildings, power, agriculture, and industry, with provincial designated agencies supporting implementation at the local level.

Organizational Structure
NEECA operates under the Ministry of Power, Government of Pakistan, with a structure designed to address energy efficiency across all sectors.
The Authority is headed by a Managing Director, under whom the following directorates operate:
